Getting approved for Lifeline is the first step — but keeping your benefit active requires a bit of ongoing attention. Here's what you need to know to avoid losing your discount.

1. Use Your Service Regularly

Lifeline program rules generally require subscribers to use their service within a defined period, often referred to as the "non-usage" rule. If a Lifeline line goes unused for an extended period (commonly around 30 days, though this can vary), it may be flagged for de-enrollment. Using your service means doing any of the following:

  • Making an outbound call
  • Sending a text message
  • Using mobile data
  • Purchasing additional minutes, texts, or data (if offered)
  • Responding to a usage confirmation notification from your provider, if applicable

If you don't think you'll use your phone often, set a monthly reminder to make a quick call or send a text just to keep your line active.

2. Complete Annual Recertification

Each year, Lifeline subscribers must recertify that they still meet program eligibility requirements. This process may happen automatically if your eligibility can be verified electronically through connected databases, or you may be asked to confirm your continued eligibility manually, often by mail, phone, or online through the National Verifier.

Don't ignore recertification notices. Missing the recertification deadline is one of the most common reasons subscribers lose their Lifeline benefit. Respond promptly to any recertification requests you receive.

3. Report Household Changes

If your household circumstances change — such as a change in income, program participation, or address — you may be required to report this. Significant changes could affect your continued eligibility.

4. Avoid Duplicate Enrollment

Remember that only one Lifeline benefit is allowed per household. If someone else in your household enrolls in Lifeline with a different provider, this can trigger a review or de-enrollment of duplicate benefits.

What Happens If You're De-Enrolled?

If your Lifeline benefit is de-enrolled due to non-usage or failed recertification, you may be able to reapply if you still meet eligibility requirements. However, this typically means restarting the application and verification process, so it's worth taking steps to avoid interruption in the first place.
